Amends, adds to, and repeals existing law to provide for the withholding of sales and use tax revenues from local government entities that defy state law and refuse to investigate or enforce Idaho criminal abortion statutes.

Amends existing law to authorize the establishment of certain baccalaureate degrees.

Adds to existing law to provide for immunity from criminal prosecution when force is used in certain instances and to provide for reimbursement for a defendant in certain instances.
