Requires public and not-for-profit libraries to implement risk evaluations and determinations, workplace trainings, and other measures for the prevention of workplace violence.
Directs the department of public service to promulgate rules, regulations and model policies regarding setback requirements for the siting of battery energy storage systems and for financial surety requirements; requires minimum setback requirements for commercial energy storage systems, with a capacity of five megawatts or greater, of no less than one thousand feet from residential property; requires public hearings prior to the approval of an application for a permit for such systems.
Establishes protections for adults sixty years of age or older, or at least the age of eighteen and who, because of mental or physical impairments, are unable to manage their own resources or protect themselves from financial exploitation without assistance from others.
Establishes the office of black male excellence to analyze and provide recommendations regarding issues relating to black males including education, criminal justice, health, mental health, economic opportunity, employment, fatherhood, mentorship, violence, public safety, and quality of life.
Adds hazardous air quality to the state definition of a disaster; requires explicit inclusion of air quality emergency preparedness in local comprehensive emergency management plans with an action plan and annual inventory of air quality emergency resources.

Prohibits an individual with a vested interest or government agency from having a cause of action against a library staff member who refuses to remove such library materials whether such library materials belongs to a school or public library.
Enacts the "sweatshop-free college apparel act" which requires institutions in the state of New York establish a sweat-free code of conduct in line with labor standards established by the Workers Right Consortium.
Extends the metropolitan transportation authority's half fare rate program to persons receiving benefits from the supplemental nutrition assistance program.
