Amends the 2024 capital projects budget to allow competitive grants to include funding for safety and security projects at small businesses at risk of hate crimes or attacks.
Prohibits state funding of any college if instructional staff promotes, encourages, advocates or engages in activities on campus in support of a terrorist organization as defined in federal statute.
Requires the department of education to develop school health and mental health professionals to student ratios in public schools for students who do not receive services pursuant to the individuals with disabilities education act.
Relates to coverage for applied behavior analysis and for developmental, individual-differences, relationship-based treatment of autism spectrum disorder.
Establishes the shovel-ready housing program under which certain municipalities, at their option, may pre-authorize parcels of property for the construction of housing; establishes a shovel-ready community tax rebate for taxpayers residing in municipalities that opt-in to the shovel-ready housing program; provides for annual apportionment to municipalities that have certified participation in the shovel-ready housing program.
Authorizes localities to provide for an additional real property tax exemption for senior citizens who meet the income eligibility limits and other criteria to the extent of sixty-five percent of the assessed valuation of such real property.
Creates an in vitro fertilization treatment tax credit for up to three cycles of in vitro fertilization treatment for expenses related to treatment for infertility.
Repeals certain provisions of law relating to the disclosure of immigration records by the department of motor vehicles which make it a class E felony to disclose such records and information pertaining to immigration status.
