Created the Rhode Island clean heat standards act to implement a system of tradeable clean heat credits earned from the delivery of clean heat measures that reduce greenhouse gas emissions.

Establishes criteria for the criminal offense of sexual assault when the victim is in the custody of a peace officer and also provides that a person convicted of custodial sexual assault would face imprisonment for not more than three (3) years.
Amends charter of the Union Fire District of South Kingstown by renaming "Reserve Capital Expenditures" to "Capital Projects Fund" and allows the board of wardens to grant tax exemptions to current and retired volunteer firefighters and their spouses.
Allows for the holder of a manufacturer’s license to be able to sell one one-sixth (1/6) barrel key of malt beverage, produced on the premises, per day.
