Replaces the coastal resources management council with a state department of coastal resources and transfers all of the powers and duties between the two (2) authorities.
Bans state purchases of plastic bottles and also requires state funds to be used to lease or purchase electric vehicles and renewable energy efficient technologies for use on state property.

Requires the EOHHS to establish an early childhood mental health hub program focused on improving access to infant and early childhood mental health services for children under the age of six years (6) and their families.
Submits 2024 capital development program requesting the issuance of $25,000,000 in general obligation bonds to the voters for approval at the November 5, 2024, general election.
