Amends procedures required for the custodial interrogation of children to provide additional protections and for taking juveniles and sixteen and seventeen year olds into custody.
Establishes a pilot program to provide grants to local education providers to implement high-impact tutoring programs prioritizing low-income or underserved students to address student learning loss or unfinished learning resulting from the COVID-19 pandemic.
Establishes the electric landscaping equipment rebate program to reduce greenhouse gas emissions, improve air quality, and reduce noise pollution by promoting the adoption of quieter, zero-emission landscaping equipment; provides for rebates at the point of sale for applicants purchasing or leasing certain equipment; provides for the repeal of such provisions upon expiration thereof.
Enacts the building up immigrant legal defense or BUILD act to provide competitive workforce development and capacity building grants to eligible entities that are seeking to expand access to representation for individuals facing deportation by increasing the workforce and strengthening the legal services infrastructure needed to provide such representation.
Enacts the solar for schools act which provides grants for eligible school districts to purchase and install solar and geothermal power sources; defines terms; directs the New York state energy and research development authority to establish such grant program; provides for the repeal of such provisions upon the expiration thereof; makes an appropriation therefor.
Ensures that library staff of free association, public, and hospital libraries, and with certain advice, Indian libraries, are able to develop collections, services, and programming that reflect the values and protections established under the human rights law and the equal rights amendment to the state constitution.
Provides that a voter may register to vote at any residence to which the voter maintains a continuous connection with an intent to return, including a second home or a vacation home or a home where a student lives while attending a college or university.
Relates to treatment of gains from qualified opportunity zones in calculating taxable income; removes exclusion of gains on property in qualified opportunity zones in calculation of income.
Establishes a person is guilty of assault in the second degree when such person intends to cause physical injury to an employee of New York state or any of its political subdivisions or of a public authority or a public benefit corporation while such employee is performing such employee's duties.
