Requires the court to consider a child's health and safety when making a decision regarding child custody and visitation; directs the court to review certain information as it relates to allegations of child abuse, domestic violence and child safety; requires the court to appoint an attorney to represent the child when credible allegations of serious risk to the child's safety have been made.
Prohibits discrimination against and harassment or bullying of students by employees or students on private, religious or denominational school property or at a school function; provides immunity from civil liability for a person making a good faith report of discrimination, harassment or bullying to authorities.

Requires electronic cigarettes and e-liquid products to be sold in separate specific locations where only persons of at least twenty-one years of age are allowed to enter.
Directs the commissioner of health, in consultation with the commissioner of the office of general services, to conduct a study on the use of solid antimicrobial materials for touch surfaces in the construction of public buildings.
Authorizes enforcement officers of city courts in the county of Erie, designated in lieu of the sheriff, to exercise the same functions, powers and duties as sheriffs with respect to the execution of money judgments of the supreme and family courts.
