Provides that students who receive a high school diploma from an online high school program located within the United States that is accredited in accordance with the Job Corps Policy and Requirements Handbook shall be eligible for admission to colleges and financial aid.
Prohibits smoking tobacco in motor vehicles where a minor less than 18 years of age is a passenger in such vehicle; provides for rebuttable presumption.
Permits dentists to administer influenza and COVID vaccinations and vaccinations related to a declared public health emergency; requires dentists to report such vaccinations.

Enacts the "Supervising Upcoming Professionals for Practice in Official Roles in Therapy (SUPPORT) act"; provides that for licensure as a clinical social worker, an applicant may satisfy the experience requirements under supervision of a mental health practitioner who has been granted the privilege to diagnose and develop assessment-based treatment plans under article one hundred sixty-three of the education law.
Provides that contractors and subcontractors to cable television companies who are assessed penalties for two separate violations of payroll reporting requirements shall be ineligible to submit a bid on or be awarded any public work contract with the state, any municipal corporation or public body for five years; provides that cable television companies shall be subject to the requirement that workers on certain excavation projects be paid not less than a prevailing rate of wage.
Establishes the civil right to counsel in eviction proceedings in New York state; creates the New York state office of civil representation; requires that covered individuals be given notice of such right to counsel.
Provides a fine of one thousand dollars for a person responsible for a trailer or semitrailer parked or left unattended in a city with a population of one million or more; makes certain exceptions.
Provides for increased fines for overnight parking of tractor-trailer combinations, tractors, truck trailers and semi-trailers on residential streets in the city of New York.

Enacts the tropical rainforest economic & environmental sustainability act requiring that companies contracting with the state do not contribute to tropical forest degradation or deforestation directly or through their supply chains; establishes the supply chain transparency assistance program to assist small and medium-sized businesses and minority and women-owned businesses in achieving compliant supply chains.
