Requires social services districts to distribute educational materials pertaining to sexual health, including information on HIV prevention and pre-exposure prophylaxis to individuals enrolled in Medicaid.
Provides that in cities with a population of one million or more, a tenant or group of tenants, after proper notice to the landlord of the existence of a hazardous violation of housing codes and certification of the existence of such violation by the local agency charged with enforcement of housing codes, may contract for the repair of such condition and offset the price of such repair from their rental payments if the landlord fails to commence work to correct the condition within a certain period after notice is received.
Provides for the waiver of the fee for a replacement driver's license or identification card if the replacement driver's license or identification card is requested solely for the purpose of designating that the applicant is an organ donor.

Requires school districts and charter schools to include instruction on the political, economic, and social contributions, and lifeways of lesbian, gay, bisexual, transgender, queer, intersex, and asexual people, in an appropriate place in the curriculum of middle school and high school students.
Allows New York state employees to use accrued vacation time toward student loan payments; defines terms; requires the president of the civil service commission to promulgate necessary rules and regulations.

Provides that a pharmacy is obligated to properly dispense or refill a prescription for a drug or device, or a non-prescription drug or device regardless of the ethical, moral or religious beliefs of any employee of such pharmacy.
