Restructures RI Housing and Conservation Trust Fund, increase its membership to 15 members, 11 of whom are to be from the general public and reallocate the percentage of the funds for housing, conservation and other goals.
Allows for a qualified abandonment of public town roads which grants a public easement over said road allowing it to be converted to a walking/hiking/biking trail as well as for access to parks, nature preserves and other recreational facilities.

Requires that any lease of tidal lands, or any license issued to use those lands, be approved by the general assembly, and that the coastal resources management council review all request prior to presentation to the general assembly.
Amends Article 9 of the state budget and various provisions relative to hospital licensing fees, would redefine base year for purposes of calculating disproportionate share payments for fiscal years.
Establishes and fund an affordable housing pilot program at reduced rents to be administered by the state department of housing with an appropriation of three million dollars ($3,000,000) for fiscal year 2024-2025.
