Establishes the sanitary retail food store grant program to provide funding to retail food stores that fail inspections to correct deficiencies if such stores are unable to sustain the costs to immediately correct critical deficiencies, are located in food deserts, and would otherwise be unable to stay in operation due to their inability to meet and maintain sanitary standards.
Relates to imposing a school impact tax on developers of non-senior housing developments to be used for the construction of new public kindergarten through twelfth grade schools.
Provides that the tax imposed upon the sales on goods or services purchased from businesses which employ twenty or less persons, are resident in this state, are independently owned and operated and not dominant in their field, shall be two percent.
Establishes a tort cause of action for the wrongful injury or death of a companion animal; provides for compensatory and punitive damages and injunctive relief and three year statute of limitations on commencement of such an action.
Establishes the retrain and employ unemployed persons program providing grants to community colleges to develop training programs or improve existing workforce development programs for the purposes of training unemployed individuals for jobs in the regions surrounding such community colleges.
Requires the commissioner of motor vehicles, in consultation with the commissioner of education, to promulgate rules and regulations to implement GPS and an emergency communications system on school buses.
