Repeals the rebates for stock transfer tax paid; dedicates funds of the stock transfer tax fund and stock transfer incentive fund to various funds; establishes the safe water and infrastructure action program.

Creates the lymphedema and lymphatic diseases research grants program; provides such grants, not to exceed $50,000, would be awarded on a competitive basis to biomedical research institutions conducting direct research related to lymphedema and lymphatic disease.
Requires comprehensive training at least one time per year for school bus drivers and school bus attendants in the discouragement, prevention and detection of harassment, bullying and discrimination.
Establishes a pilot project for placement of incarcerated individuals close to home; provides that such project would house incarcerated individuals who are parents of minor children in the correctional facility located in closest proximity to the primary place of residence of any such incarcerated individual's minor child or children.
