Defines the term "mass shooting" for purposes of access to emergency funding as a shooting incident involving one or more firearms, rifles or shotguns during which four or more people, other than the individual or individuals alleged to have committed such incident, were injured or killed.
Permits tuition assistance program awards to be made to part-time students enrolled in certain degree granting institutions chartered or authorized by the New York state board of regents.
Authorizes the governor and lieutenant-governor, commissioner of general services, secretary of state, comptroller, attorney general, and members of the legislature, provided that such request does not impact upon the department's ability to manage its facilities as determined by the director of the facility, to visit any facility designated by the commissioner of mental health for care and treatment.
Establishes a rent increase exemption for certain nonprofit organizations; provides a tax abatement for limiting rent increases on nonprofit organizations in a city of one million or more persons.
Requires that the NYS board of regents hold at least two meetings a year in New York city; requires announcements of the time, date, location and agenda thereof.
Prohibits the application of pesticides to certain local freshwater wetlands for local governments that have implemented a freshwater wetlands protection law; provides that any local law or ordinance adopted pursuant to this section shall take effect on the first day of January after it shall have been adopted.
Allows a tax exemption for taxpayers in the amount of the purchase price of a fire extinguisher, fire alarm, heat alarm or carbon monoxide alarm purchased for residential use during the month of October.
Requires insurer to respond within thirty days of a written request from an insured for his or her health plan documents, including copies of most recent group or individual contracts.
