Directs the issuance of special number and distinctive license plates for military service members and members of veterans organizations without payment of service charges or renewal fees.
Establishes a discount fare rate of no less than 25% for full-time undergraduate students attending an accredited college who utilize the New York city transit system, including railroad, subway and/or omnibus services.
Establishes the police canine vest fund to be used for the purpose of purchasing, maintaining, repairing and replacing soft body ballistic armor vests and other protective equipment for state police and municipal department police canines utilized in the performance of police duties, as well as the purchasing and training of such police canines.
Prohibits the formation of a subsidiary of a public authority without prior approval of the legislature; allows the formation of a subsidiary of a public authority without prior approval of the legislature if such public authority files a written notice sixty days prior to the organization of such subsidiary with the governor and the legislature.
Requires the establishment of a one hundred percent clean energy system by 2032; requires the adoption of a climate action plan; establishes the renewable energy revolving fund; provides for legal standing to sue for enforcement of the state clean energy plan.
Includes hate crimes in the list of offenses as to which the court has discretion to release the principal pending trial, fix bail or commit the principal to the custody of the sheriff.
Provides for a personal income tax deduction for school supplies paid for out-of-pocket by K-12 teachers in public and nonpublic schools, up to $500 per year.
Deems a person who engages in sexual conduct during the period of their probation with his or her supervising probation officer as being incapable of consent.
Creates, in addition to the existing sanction of criminal contempt of court, the remedies of labor law civil penalties and employee's right to bring civil action for unlawful discharge, penalty or discrimination on account of the exercise by an employee of a juror's right to be absent from employment by reason of jury service.
Provides that a person is guilty of criminal impersonation in the second degree when a person pretends to be a servicemember or former servicemember, or a first responder, or as having received a decoration or medal; establishes a stolen valor fee.
