Requires public and not-for-profit libraries to implement risk evaluations and determinations, workplace trainings, and other measures for the prevention of workplace violence.
Requires the state liquor authority to provide notice to state legislative representatives upon receipt of an application for a liquor license in their district.
Prohibits the application of pesticides to certain local freshwater wetlands for local governments that have implemented a freshwater wetlands protection law; provides that any local law or ordinance adopted pursuant to this section shall take effect on the first day of January after it shall have been adopted.
Directs the department of public service to promulgate rules, regulations and model policies regarding setback requirements for the siting of battery energy storage systems and for financial surety requirements; requires minimum setback requirements for commercial energy storage systems, with a capacity of five megawatts or greater, of no less than one thousand feet from residential property; requires public hearings prior to the approval of an application for a permit for such systems.
Requires the consumer protection division to establish a process by which any state agency or third party, pursuant to an interagency agreement with the division for the purposes of fraud prevention, identity verification, and ensuring the integrity or security of individual identities, to grant access to verify New York resident identities via a secure comparison process against state systems.
Establishes protections for adults sixty years of age or older, or at least the age of eighteen and who, because of mental or physical impairments, are unable to manage their own resources or protect themselves from financial exploitation without assistance from others.
Adds hazardous air quality to the state definition of a disaster; requires explicit inclusion of air quality emergency preparedness in local comprehensive emergency management plans with an action plan and annual inventory of air quality emergency resources.
Prohibits the New York state environmental facilities corporation from entering into contracts, leases or other agreements with entities that are not compliant with the requirements of article five-A of the general municipal law regarding participation by minority- and women-owned businesses.
Provides that a scholarship for academic excellence that is declined by a student prior to the end of their high school program shall be granted to the next most qualified student, if practicable.
Provides that the fire commissioner of any fire department in cities having a population of one million or more shall not substantially alter the boundaries of fire companies, once fixed, or close, remove or relocate a fire company unless at least thirty days prior to the taking effect of such action written notice thereof has been given to each local community board or boards having jurisdiction over that part of the city directly affected by such proposed action or service reduction.
Requires any person, firm or corporation offering any dairy product, meat, meat by-product, meat food product or perishable food item for sale in the state to label such product with an expiration date clearly visible in a conspicuous location; provides that such date shall be the time after which such item is unfit for human consumption as determined by industry standards; provides that no such products shall be allowed to remain on display or offered for sale after such date.
