Relates to the certification of certain property complying with the residential-commercial urban exemption program and the revocation of benefits of such program in certain circumstances.
Establishes a payroll tax in the counties of Onondaga, Madison, Cortland, Oswego and Cayuga on certain employers for the purposes of addressing child care affordability, accessibility, and quality for families with children under three years of age.

Creates the child care professionals loan forgiveness incentive program for applicants who agree to engage in employment in the child care field; establishes the eligibility for such awards; establishes the amount and duration of such awards.
Enacts the "local government procurement modernization and transparency act" to modernize and increase the transparency of local government procurement of goods and services; allows a political subdivision to provide notice of requests for bids by posting the requests on the New York state contract reporter website; makes related provisions.
Places restrictions on the transfer of funds from a candidate's political committee for a federal office to a candidate's political committee for a state, county or local office.
Relates to available transportation for correction facility visitation; provides for at a minimum, bi-monthly free transportation from the city of New York, Rochester, Syracuse, Buffalo and Albany.
