Relates to the name of the Rockland County Solid Waste Authority; subjects such authority to regulation by the department of agriculture and markets; eliminates the ability of the authority to allow a subsidiary to perform certain functions relating to the care of unwanted animals; makes a technical change; relates to public authorities providing shelter services for the care of unwanted animals.
Increases Rockland county's annual minimum allocation through the MTA Dutchess-Orange-Rockland Fund (DORF) from two million dollars to ten million dollars.
Requires a motion picture theater that offers more than ten motion picture showings per week to provide scheduled showings of motion pictures with open motion picture captioning such that at least one quarter of all showings of a motion picture with four or more showings during a one-week time period shall have open motion picture captioning; provides exceptions and penalties for violations.
Establishes a statewide program to provide free SUNY, CUNY, and community college tuition to active volunteer firefighters, volunteer emergency medical services providers, and volunteer auxiliary police officers.

Prohibits state funding of any degree-granting institution of higher education if such institution permits terrorist organizations or activities in support of such organizations on campus; prohibits any student group or organization of receiving funding from the degree-granting institution if such group or organization directly or indirectly promotes, encourages, advocates, or engages in any terrorist advocacy or activities on campus.
Establishes the crimes of deceptive wearing of a mask and aggravated deceptive wearing of a mask; makes such crimes a class B misdemeanor and a class A misdemeanor, respectively.
