Provides for the revocation of licenses to sell cigarettes, tobacco products, alcohol and lottery tickets for the possession or sale of illicit cannabis in violation of the cannabis law.
Enacts the "public renewables transparency act"; relates to the New York power authority's conferral process; requires the conferral report be posted on the authority's website; provides that the authority shall provide an option for stakeholders to submit comments remotely as well, and incorporate feedback from such sessions and written comments into the final draft of the strategic plan; makes related provisions.
Requires the display of certain labels and warnings on gas stoves sold, displayed for sale, or offered for sale at retail to a consumer in this state; authorizes the department of state to adopt regulations regarding the placement and format of such labels; provides for penalties; authorizes the attorney general to enforce such provisions.
Relates to voting rights and access for incarcerated individuals; authorizes polling places to be available at correctional facilities and local facilities; requires such facilities to provide persons detained or confined in such facilities access to register to vote or apply for an absentee ballot; requires voting information to be included in the inmate handbook.
Expands the definition of "family leave" to include persons recovering from the unintended intrauterine death of a fetus that occurs after the clinical estimate of the twentieth week of gestation.
Extends eligibility for the farm employer overtime tax credit to certain professional employer organizations that are in a contractual relationship with an eligible farm employer.
Directs that moneys in the veterans' home services fund shall be payable on vouchers certified by the commissioner of veterans' services; directs a report to be submitted by such commissioner; directs that moneys in the military family relief fund shall be payable on vouchers certified by the commissioner of veterans' services.
Enacts the college student suicide prevention act to provide for policies, guidelines and training opportunities to effectively and appropriately prevent student suicide, intervene in crisis situations, and support college communities in postvention.
Enacts the "public university emergency contraception education act" requiring public universities to develop, produce and distribute informational materials related to emergency contraception.
Enacts the bucks for boilers act, which creates a program to aid in transition of housing units to electric heat pumps and other high energy efficiency upgrades.
Requires an employer to provide paid break time of up to thirty minutes and permit an employee to use existing paid break time or meal time for time in excess of thirty minutes to an employee to express breast milk.
Requires rent reduction in cases of submetered utility service; directs the division of housing and community renewal to develop a standard reduction and an appeals process.
Requires landlords to return the full security deposit and any accrued interest to which the tenant is entitled less any amount retained by the landlord within 21 days of the end of the lease.
