Directs the commissioner of parks, recreation and historic preservation to establish the state parks passport program allowing visitors to state parks and historic sites to log their visits to such sites in a passport book or electronic application.
Requires certain labelling to be used to indicate the safety dates and quality dates of food items; requires the department of agriculture and markets to educate consumers about such provisions.
Requires that any individual who is eligible for the Fair Fares NYC program and any person whose income is two hundred percent of the federal poverty level receive a fifty percent discount on trips using the Long Island Rail Road, paratransit services, New York city transit subways or buses, and/or Metro-North Railroad; defines terms.
Relates to protecting the communication rights of individuals with disabilities; provides that each person with a disability has the right to communicate in their preferred manner.
Enacts "Peanut's law: humane animal protection act" to provide humane treatment, safeguard animal welfare and strengthen the rights of animal sanctuaries and responsible owners in retaining custody, implementing due process safeguards, and guaranteeing public safety while an appeal is pending; requires an administrative hearing before the seizure or euthanization of an animal under the care of a wildlife sanctuary, unless there is documented evidence that the animal presents an immediate threat to public safety; further provides that any animal seized by the department of environmental conservation for testing or public concerns is subject to a 72-hour waiting period prior to euthanization; makes related provisions.
Establishes graduate tuition assistance program awards; sets amounts of such awards; provides for restrictions on such awards; makes related provisions.
Relates to prevailing wage requirements applicable to public works and certain construction projects performed under private contract and paid for with public funds.
Requires or allows licensing entities to suspend business licenses for certain businesses that are charged or convicted of wage theft; establishes reporting requirements for wage theft convictions.
Relates to motions to vacate judgment; authorizes filing motions to vacate judgment for a conviction that was subsequently decriminalized; authorizes motions to vacate judgment to be filed at any time after entry of a judgment obtained at trial or by plea.
Enacts the "New York City Training And Comprehension of Trauma in Children (TACTIC) Act"; establishes the TACTIC council; provides for a trauma informed care training program to teachers in schools located in the city of New York; creates a department of child trauma informed care to assist with parenting workshops, to assign trauma informed care specialists to schools and to report to the TACTIC council regarding child trauma informed care provided to schools in the city of New York.
Relates to the number of residential properties limited liability companies can own; requires beneficial owners of limited liability companies identify themselves when transferring or purchasing real property.
