Provides that certain communications between a claimant's attorney or representative and an injured employee's treating provider or a claimant's medical consultant are not improper influence or an attempt to improperly influence.
Enacts the HOPE pilot program; allows households to apply for multiple food and anti-poverty benefits simultaneously online; enables families to work with nonprofit and government agencies to enact action plans to boost their long-term self-sufficiency.
Enacts the "gender identity respect, dignity and safety act"; relates to the treatment and placement of incarcerated individuals based upon gender identity; requires that incarcerated individuals in state and local correctional facilities who have a gender identity different from their assigned sex at birth be addressed and have access to commissary items, clothing and other materials that are consistent with the person's gender identity; establishes that incarcerated individuals shall be presumptively placed in a correctional facility with persons of the gender that most closely aligns with such person's self-attested gender identity unless the person opts out of such placement.
Prohibits prior peace officers or police officers whose position as such was terminated or vacated due to misconduct from again becoming a peace officer or a police officer.
Enacts the "PFAS discharge disclosure act"; requires certain SPDES permit holders to conduct PFAS monitoring and disclose the results from such monitoring.
Relates to the right to unemployment benefits based on employment with certain educational institutions, including the state university of New York, the city university of New York and public community colleges; clarifies the meaning of certain terms relating to such rights to unemployment benefits.
Establishes the universal child care act to provide for the establishment and funding of universal child care in the state of New York; establishes a universal child care taskforce to help implement universal child care in the state and repeals certain provisions of the social services law relating thereto; establishes the permanent child care workforce pay equity fund; establishes a universal child care public option pilot program to provide universal child care in at least twenty locations throughout the state; makes an appropriation therefor.
Requires public notice and public engagement when a general hospital seeks to close entirely or a unit that provides maternity, mental health or substance use care.
Requires every board of elections to employ a minimum of four full time employees in addition to the appointed commissioners within four years and shall employ two of those full time employees within two years; and two additional employees for every twenty thousand active registered voters beyond forty thousand active registered voters.
Establishes the "tenant opportunity to purchase act"; prevents the displacement of lower-income tenants in New York and preserves affordable housing by providing an opportunity for tenants to own or remain renters in the properties in which they reside.
Enacts the "rate hike notice act" which requires utilities in the state of New York to provide notice of a proposed rate hike to a customer via text, email and via such customer's monthly billing statement.
Establishes the "Not on our dime!: Ending New York funding of Israeli settler violence act" to prohibit not-for-profit corporations from engaging in unauthorized support of Israeli settlement activity; allows for recovery of a civil penalty by the state attorney general; creates a private right of action for violations.
