MAKING AN APPROPRIATION OF $25,000,000 TO THE RHODE ISLAND DIVISION OF
STATEWIDE PLANNING (RIDSP) TO FUND THE STATEWIDE BICYCLE MOB ILITY
PLAN (BMP)

WHEREAS, The Rhode Island Bicycle Mobility (the "Plan" or "BMP") is the first 1
statewide initiative to expand the bicycle network strategically; and 2
WHEREAS, There is a critical need to fill network gaps, overcome gaps along the State's 3
many bridges, and fix incomplete streets; and 4
WHEREAS, In order to do this, the plan has identified a wide range of bicycle enhanced 5
corridors, programs, and policies recommended to achieve the vision for cycling in the State and 6
to address equity and differences in access between communities; and 7
WHEREAS, The plan seeks to develop stronger statewide bicycle transportation policies, 8
bicyclist and driver education programs, and improvements in safety and maintenance; and 9
WHEREAS, In addition, the plan will integrate bicycles with transit and other modes of 10
transportation, leverage bicycle transportation to promote economic development, and promote 11
equity in bicycle planning and funding; and 12
WHEREAS, The plan will also improve public health through bicycling, and promote 13
bicycle transportation for state employees by establishing a bicycle network that connects people 14
and places so that riding a bicycle in Rhode Island is safe and fun for all ages; now, therefore be it 15
RESOLVED, That there is hereby appropriated, out of any money in the treasury not 16
otherwise appropriated for the fiscal year 2023-2024, the sum of twenty-five million dollars 17
($25,000,000) to the Rhode Island Division of Statewide Planning to fund the Statewide Bicycle 18
Mobility Plan; and the state controller is hereby authorized and directed to draw his orders upon 19

the general treasurer for the payment of said sum, or so much thereof as may be from time to time 1
required, upon receipt of properly authenticated vouchers. 2
