RELATING TO EDUCATION -- COMMUNITY COLLEGE OF RHODE ISLAND

It is enacted by the General Assembly as follows: 
SECTION 1. Section 16-33.1-3 of the General Laws in Chapter 16-33.1 entitled 1 
"Community College of Rhode Island [See Title 16 Chapter 97 — The Rhode Island Board of 2 
Education Act]" is hereby amended to read as follows: 3 
16-33.1-3. Award of degrees — Curriculum and government Award of degrees -- 4 
Curriculum, governance, and government. 5 
(a) The board of governors education, with the approval of the president and a committee 6 
of the faculty of the community college the faculty senate of the community college of Rhode 7 
Island, shall award associate degrees, certificates, and diplomas and confer honors in the same 8 
manner as is customary in American junior colleges and community colleges. It shall also be the 9 
duty of the president and a committee of the faculty the faculty senate of the community college of 10 
Rhode Island, with the approval of the board of governors education, to arrange courses of study, 11 
prescribe any qualifications for the admission of students and any rules of study, exercise, 12 
discipline, and government as the president and committee may deem proper. 13 
(b) With the concurrence of the president, the faculty senate of the community college of 14 
Rhode Island has the authority to formulate policy concerning teaching and research, study, 15 
exercise, discipline, governance, and government, including, but not limited to: 16 
(1) Academic standards, which includes scholastic standing, admission, dismissal policies, 17 
class attendance, and grading systems;  18 
(2) The community college’s calendar;  19

(3) Community college-wide curriculum matters and research and patent policy as they 1 
may affect the faculty as a whole. 2 
(c) All policies established by the faculty senate of the community college of Rhode Island 3 
(the “college”) shall be made with recognition of and to support the varied student body of the 4 
college, and shall seek to advance the mission of the college in servicing that student body.   5 
SECTION 2. This act shall take effect upon passage. 6

EXPLANATION 
BY THE LEGISLATIVE COUNCIL

RELATING TO EDUCATION -- COMMUNITY COLLEGE OF RHODE ISLAND

This act would provide that degrees, certificates, and diplomas from the community college 1 
of Rhode Island would be awarded by the board of education, with the approval of the president 2 
and the faculty senate of the community college of Rhode Island. This act would also clarify that 3 
the faculty senate of the community college of Rhode Island would have authority to formulate 4 
policy on teaching and research. 5 
This act would take effect upon passage. 6
