PROCLAIMING APRIL OF 2023, TO BE "FINANCIAL LITERACY MONTH" IN THE 
STATE OF RHODE ISLAND

WHEREAS, Every Rhode Islander deserves the opportunity to achieve financial security 1 
and stability regardless of zip code or background; and  2 
WHEREAS, Our financial system is increasingly complex and Rhode Islanders are 3 
making personal finance decisions that have long-lasting consequences; and  4 
WHEREAS, Too many Rhode Islanders continue to struggle with financial challenges at 5 
a rate higher than regional and national peers; and  6 
WHEREAS, Individuals with strong personal finance skills have the knowledge to make 7 
informed decisions regarding budgeting, maintaining strong credit, saving, investing, and 8 
protecting and insuring their assets; and  9 
WHEREAS, In 2021, Rhode Island joined many other states in passing legislation to 10 
guarantee that all public high school students have access to high-quality, standards aligned 11 
personal finance education; and  12 
WHEREAS, Government, private businesses, community-based organizations, and 13 
institutions of education must continue to work together to empower consumers to make 14 
informed decisions about their finances, appropriately plan for economic instability, and avoid 15 
deceptive or predatory practices; and  16 
WHEREAS, In Rhode Island, the Rhode Island Financial Empowerment Roundtable 17 
regularly brings together representatives from government, nonprofits, education, businesses, and 18 
the banking sector to network and share ideas on how to encourage economic growth and 19

financial stability among Rhode Islanders; and  1 
WHEREAS, Strengthening the financial skills of all Rhode Islanders is an investment in 2 
the fundamental promise of a brighter future and the building of a more prosperous nation; and  3 
WHEREAS, April is National Financial Literacy Month, where Rhode Island highlights 4 
its commitment to teaching ourselves and our children about the basics of financial education; 5 
now, therefore be it 6 
RESOLVED, That this House of Representatives of the State of Rhode Island hereby 7 
proclaims April 2023, to be “Financial Literacy Month” in the State of Rhode Island. We 8 
moreover urge all Rhode Islanders to take advantage of various programs and activities that will 9 
increase their personal financial literacy during both the month of April and throughout the year; 10 
and be it further 11 
RESOLVED, That the Secretary of State be and hereby is authorized and directed to 12 
transmit a duly certified copy of this resolution to the RI JumpStart Coalition. 13
