RELATING TO STATE AFFAIRS AND GOVERNMENT -- DEPARTMENT OF HUMAN 
SERVICES

It is enacted by the General Assembly as follows: 
SECTION 1. Section 42-12-25 of the General Laws in Chapter 42-12 entitled "Department 1 
of Human Services" is hereby amended to read as follows: 2 
42-12-25. Child care training, accreditation, technical assistance, and monitoring. 3 
(a) The general assembly shall annually appropriate to the department of human services 4 
such funds as it deems necessary to enable the department to assist providers in obtaining national 5 
accreditation, to expand child care staff development and training, and for technical assistance and 6 
monitoring, including but not limited to, activities which provide: 7 
(i) Training opportunities for child care providers which foster a coordinated link between 8 
the providers and the schools; 9 
(ii) Specialized training for providers of infant/toddler and/or pre-adolescent care; 10 
(iii) Evaluation of child care providers and programs through parent surveys and formal 11 
evaluation techniques; 12 
(iv) Technical assistance and training for current and prospective non-English speaking 13 
providers. 14 
(b) The general assembly shall annually appropriate to the department of human services 15 
funding for the hiring of additional state child care licensing inspectors in order to meet the National 16 
Association for Regulatory Administration (NARA) recommended average of one inspector for 17 
every fifty (50) to sixty (60) child care providers. 18

(b)(c) The director of the department of human services is further authorized to request 1 
such appropriation for each state fiscal year as he or she deems necessary to carry out the programs 2 
and purposes of this section. 3 
SECTION 2. This act shall take effect upon passage. 4

This act would increase the number of child care licensing inspectors to meet the national 1 
recommended average of one inspector for every fifty (50) to sixty (60) child care providers. 2 
This act would take effect upon passage. 3
