MAKING AN APPROPRIATION OF $2,000,000 TO THE RHODE ISLAND DEPARTMENT
OF ENVIRONMENTAL MAN AGEMENT FOR THE LITTER CONTROL APPROPRIATION
FUND

WHEREAS, The State of Rhode Island recognizes the fundamental need for a healthful, 1
clean, and beautiful environment and "that there is an imperative need to anticipate, plan for, and 2
accomplish effective litter control and recover and recycle waste materials pertinent to litter with 3
the subsequent conservation of resources and energy"; and 4
WHEREAS, The Rhode Island Department of Environmental Management (DEM) has 5
the authority to "Conduct a permanent and continuous program to control and remove litter from 6
this state to the maximum practical extent possible"; and 7
WHEREAS, The associated costs for this task are funded through "the litter control 8
appropriation" by way of grants or transfers, to eligible persons; now, therefore be it 9
RESOLVED, That there is hereby appropriated, out of any money in the treasury not 10
otherwise appropriated for the fiscal year 2023-2024, the sum of two million dollars ($2,000,000) 11
to the Rhode Island Department of Environmental Management for the litter control appropriation 12
fund; and the state controller is hereby authorized and directed to draw his orders upon the 13
general treasurer for the payment of said sum, or so much thereof as may be from time to time 14
required, upon receipt of properly authenticated vouchers. 15
