RESPECTFULLY REQUESTING THAT RHOD E ISLAND ENERGY FACTOR INTO
CONSIDERATION IN FUTURE SMART-CHARGING PILOT PROGRAMS THE BENEFIT-
COST ASSESSMENT AND REDUCED COSTS ASSOCIATED WITH USING ENERGY
DURING OFF-PEAK CHARGING TIMES

WHEREAS, Rhode Island is committed to achieving 100 percent renewable electricity 1
by 2033 and net-zero carbon emissions by 2050; and 2
WHEREAS, Transportation emissions account for 40 percent of Rhode Island’s 3
greenhouse gas emissions and the increased adoption of electric vehicles (EVs) brings us closer to 4
our carbon emission footprint; and 5
WHEREAS, As more households adopt EVs, consumers must be encouraged to use 6
energy during off-peak times to lower demand on the system when it is highest to maintain 7
system reliability and minimize fossil fuel use; and 8
WHEREAS, Through the use of smart-charging programs, utilities can develop rebate 9
programs and rate differentials that shift consumers to off-peak electricity use and will in turn 10
improve grid reliability and reduce carbon emissions from the generation of electricity; and 11
WHEREAS, With the utilization of data from these programs, vital information can be 12
used moving forward in other applications to guide timing of energy use to maximize reliability 13
and reduce carbon emissions; now, therefore be it 14
RESOLVED, That this House of Representatives of the State of Rhode Island hereby 15
supports Rhode Island Energy's effort to put forth to the Public Utilities Commission, a new off-16
peak electric vehicle charging rebate program that implements innovative approaches to EV load 17
management; and be it further 18

RESOLVED, That this House respectfully requests Rhode Island Energy to factor into 1
consideration for future smart-charging pilot programs the benefit-cost assessment and the total 2
value of reduced costs associated with using energy during off-peak charging times, including the 3
following accompanied costs; 4
The values for avoided energy and capacity costs, avoided transmission costs, 5
avoided distribution costs, improved grid reliability value, the value of capacity 6
benefits in the form of demand induced price reduction effects (DRIPE), avoided 7
greenhouse gas emissions value, and the value of public health benefits; and be it 8
further 9
RESOLVED, That the Secretary of State be and hereby is authorized and directed to 10
transmit duly certified copies of this resolution to the Rhode Island Public Utilities Commission, 11
the Rhode Island Division of Public Utilities & Carriers, and the President of Rhode Island 12
Energy. 13
