RELATING TO HIGHWAYS -- MUNICIPAL ROADS AND BRIDGES MAINTENA NCE 
AND CONSTRUCTION FIN ANCIAL ASSISTANCE

It is enacted by the General Assembly as follows: 
SECTION 1. Section 31-6-13 of the General Laws in Chapter 31-6 entitled "Registration 1 
Fees" is hereby amended to read as follows: 2 
31-6-13. Disposition of fees. 3 
Fifty percent (50%) of all All fees collected under chapters 1 -- 27 of this title shall be paid 4 
into the hands of the general treasurer to be credited to the general funds of the state, with the 5 
remaining fifty percent (50%) to be credited to the "municipal roads and bridges maintenance and 6 
construction fund" established by ยง 24-5-3.1. 7 
SECTION 2. Chapter 24-5 of the General Laws entitled "Maintenance of Town Highways" 8 
is hereby amended by adding thereto the following section: 9 
24-5-3.1. Municipal roads and bridges maintenance and construction fund.     10 
There is hereby created a municipal roads and bridges maintenance and construction fund 11 
to be utilized to fund the safe and serviceable condition of the state's local roads and bridges. 12 
Annually, fifty percent (50%) of all motor vehicle registration fees collected by the state shall be 13 
forwarded to the municipal roads and bridges maintenance and construction fund. These earmarked 14 
funds shall be controlled and administered by the director of the department of transportation. They 15 
shall be apportioned and distributed to all municipalities, based upon a formula fashioned by the 16 
director, factoring in the cities' and towns' populations, number of registered motor vehicles and 17 
local road mileage. How the distributed funds shall be spent shall be expressly set by the director.  18

This act would establish a new fund, with fifty percent (50%) of the collected state motor 1 
vehicle registration fees, to be administered by the director of the department of transportation, and 2 
earmarked for municipal road and bridges maintenance and construction projects. 3 
This act would take effect upon passage. 4
