2023 -- S 0422 ======== LC001353 ======== S TATE OF RHODE IS LAND IN GENERAL ASSEMBLY JANUARY SESSION, A.D. 2023 ____________ J O I N T R E S O L U T I O N RATIFYING THE PROPOSED AMENDMENT T O THE CONSTITUTION OF THE UNITED STATES RELATING TO THE LABOR OF PERSONS UNDER EIGHTEEN YEARS OF AGE Introduced By: Senators Acosta, Zurier, DiPalma, Kallman, Ujifusa, Murray, Valverde, LaMountain, Euer, and Britto Date Introduced: February 16, 2023 Referred To: Senate Labor WHEREAS, at the first session of the sixty-eighth Congress it was resolved by the Senate 1 and House of Representatives of the United States of America in Congress Assembled (two-thirds 2 of each house concurring therein), that the following article be proposed as an amendment to the 3 Constitution of the United States, which shall be valid to all intents and purposes as a part of the 4 said Constitution when ratified by the Legislatures of three-fourths of the several states, viz.: 5 ARTICLE 6 Section 1. The Congress shall have the power to limit, regulate, and prohibit the labor of 7 persons under eighteen years of age. 8 Section 2. The Power of the several States is unimpaired by this article except that the 9 operation of State laws shall be suspended to the extent necessary to give effect to legislation 10 enacted by the Congress. 11 Now, therefore, be it 12 RESOLVED, That the legislature of the State of Rhode Island does hereby ratify the 13 above recited proposed amendment to the Constitution of the United States; and be it further, 14 RESOLVED, That the Secretary of State be requested to transmit a certified copy of this 15 concurrent resolution to the Administrator of General Services of the United States of America. 16 ======== LC001353 ======== LC001353 - Page 2 of 2 EXPLANATION BY THE LEGISLATIVE COUNCIL OF J O I N T R E S O L U T I O N RATIFYING THE PROPOSED AMENDMENT TO THE CONSTITUTION OF THE UNITED STATES RELATING TO THE LABOR OF PERSONS UNDER EIGHTEEN YEARS OF AGE *** This Joint Resolution would ratify a proposed amendment to the Constitution of the 1 United States which would provide that the Congress of the United States would have the power 2 to limit, regulate, and prohibit the labor of persons under eighteen (18) years of age. 3 ======== LC001353 ========
