Establishes a compact agreement among at least two (2) states to prohibit the use of subsidies to selectively retain industry or company entice relocation from one state to another state or to open a new facility.
Provides tax credits to an entity that relocates any part of the United States supply chain to Rhode Island. This act also provides tax credits and incentives to an entity that re-shores manufacturing production lines to Rhode Island.
Reinstates general revenue sharing of state aid among the 39 cities and towns in RI. The initial amount would be based upon population, and would be increased annually thereafter based on the increase in the Consumer Price Index for all Urban Consumers.
Provides that any benefit that a beneficiary is entitled to shall be exempt from lien, attachment or garnishment and would not be transferable or assignable and provides provisions for disclaiming any such benefit.
Prohibits subscription or access fee charges for public access to recorded real estate instruments/limits recording and copying fees to amounts provided by statute with regards to cities/towns/third-party providers.
