JOINT RESOLUTION MAKING AN APPROPRIATION OF $60,000 TO THE RHODE ISLAND FIRE ACADEMY (This resolution would authorize the appropriation of the sum of $60,000 to the Rhode Island Fire Academy for training to extinguish small to large lithium battery fires.)
Provides that the legislature would be the body that negotiates on behalf of the state for all activities occurring in, on and over state submerged land extending beyond twenty-five (25) acres.
Allows temporary vehicle registration and plates issued to Rhode Island residents by another state to be valid; provided that, the plates and registration issued to an out-of-state resident by a Rhode Island seller are valid in that other state.
Provides for paid leave for a state employee who donates an organ. The duration of the leave is dependent on the type of donation and notice should be provided to the employer at least thirty (30) days prior to the leave.
Establishes the Rhode Island purchasing cooperative for procurement of public service and municipal vehicles for all state and municipal agencies to participate in procurement opportunities of zero-emission vehicles.
Prohibits the extension of contracts by any state or municipal department or agency by the utilization of change orders if the additional work or services exceeds ten percent (10%) of the original value of the contract.
Makes all documents and information related to any bid proposal relative to state purchases public records and available for inspection and review by any person seeking the records under chapter 2 of title 38 after the opening of the bids.
Includes "Kei cars" or "Kei trucks" as having restricted public highway use and those vehicles validly registered as of August 1, 2021, would not be denied renewal of that registration based solely on the vehicle type.
Provides that commercial driver instruction would include industry-specific training on the recognition, prevention, and reporting of human trafficking.
Prohibits the release of customers personal information compiled by the department of motor vehicles to any private company, nonprofit organization or third-party vendor.

JOINT RESOLUTION TO APPROVE AND PUBLISH AND SUBMIT TO THE ELECTORS PROPOSITION OF AMENDMENT TO THE CONSTITUTION -- OF SUFFRAGE (This Joint Resolution would propose to the voters of the state a constitutional amendment which would provide that no person who is not a citizen of the United States would be allowed to vote in this state.)
