Provides that the legislature would be the body that negotiates on behalf of the state for all activities occurring in, on and over state submerged land extending beyond twenty-five (25) acres.

Authorizes the Rhode Island Public Transit Authority to enter into certain projects and procure related services including the transit center project, using design build contracting and progressive design build contracting.
Permits state child support agencies to bring actions under the child support statute on behalf of a noncustodial parent who is incarcerated and unable to pay child support.
