A N   A C T 
RELATING TO INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES

It is enacted by the General Assembly as follows: 
SECTION 1. Chapter 27-18 of the General Laws entitled "Accident and Sickness Insurance 1 
Policies" is hereby amended by adding thereto the following section: 2 
27-18-57.1. Single site parity.     3 
(a) Subject to the provisions of the appropriate federal law, any health insurance contract, 4 
plan, or policy delivered or issued for delivery or renewed in this state, shall provide equal 5 
reimbursement to independent healthcare facilities as that of hospital affiliated facilities where 6 
identical healthcare services are provided. 7 
(b) The health insurance commissioner shall promulgate any rules and regulations as the 8 
commissioner deems necessary for the efficient administration and enforcement of this section. 9 
SECTION 2. Chapter 27-19 of the General Laws entitled "Nonprofit Hospital Service 10 
Corporations" is hereby amended by adding thereto the following section: 11 
27-19-48.1. Single site parity.     12 
(a) Subject to the provisions of the appropriate federal law, any health insurance contract, 13 
plan, or policy delivered or issued for delivery or renewed in this state, shall provide equal 14 
reimbursement to independent healthcare facilities as that of hospital affiliated facilities where 15 
identical healthcare services are provided. 16 
(b) The health insurance commissioner shall promulgate any rules and regulations as the 17 
commissioner deems necessary for the efficient administration and enforcement of this section. 18 
SECTION 3. Chapter 27-20 of the General Laws entitled "Nonprofit Medical Service 19

Corporations" is hereby amended by adding thereto the following section: 1 
27-20-43.1. Single site parity.     2 
(a) Subject to the provisions of the appropriate federal law, any health insurance contract, 3 
plan, or policy delivered or issued for delivery or renewed in this state, shall provide equal 4 
reimbursement to independent healthcare facilities as that of hospital affiliated facilities where 5 
identical healthcare services are provided. 6 
(b) The health insurance commissioner shall promulgate any rules and regulations as the 7 
commissioner deems necessary for the efficient administration and enforcement of this section. 8 
SECTION 4. Chapter 27-41 of the General Laws entitled "Health Maintenance 9 
Organizations" is hereby amended by adding thereto the following section: 10 
27-41-59.1. Single site parity.     11 
(a) Subject to the provisions of the appropriate federal law, any health insurance contract, 12 
plan, or policy delivered or issued for delivery or renewed in this state, shall provide equal 13 
reimbursement to independent healthcare facilities as that of hospital affiliated facilities where 14 
identical healthcare services are provided. 15 
(b) The health insurance commissioner shall promulgate any rules and regulations as the 16 
commissioner deems necessary for the efficient administration and enforcement of this section. 17 
SECTION 5. This act shall take effect on January 1, 2026. 18

BY THE LEGISLATIVE COUNCIL

RELATING TO INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES

This act would mandate all health insurance contracts, plans, or policies provide the same 1 
reimbursement to independent healthcare facilities as that of hospital affiliated facilities where the 2 
same healthcare service is provided. 3 
This act would take effect on January 1, 2026.  4
