Fiscal Impact Summary
This concurrent resolution allows the General Assembly to apply to the Congress of the United
States for the calling of a convention of the states with the purpose of proposing amendments to
the United States Constitution related to federal spending and balancing the federal budget. The
resolution also allows the General Assembly to provide further instructions to its delegates and to
recall its delegates at any time for a breach of a duty or a violation of instructions. This
concurrent resolution is not expected to have an expenditure impact on the Senate or the House
of Representatives since we anticipate that any responsibilities can be managed within the
normal course of business for both legislative bodies.
