Fiscal Impact Summary
This bill replaces the Chairman of the Joint Legislative Health Care Planning and Oversight
Committee with the Director of the Department of Veterans’ Affairs (DVA) on the Long-Term
Care Council (council). Additionally, this bill changes that the Governor, instead of the
Lieutenant Governor, appoints a representative for long-term care providers and a representative
for long-term care consumers to the council.

Further, this bill corrects references to certain agencies with membership on the council and
requires member agencies to share data with other member agencies. This bill also establishes
that the council shall work to establish and maintain a statewide access system for consumers to
access long-term supports and services.

This bill will have no expenditure impact on the Department of Public Health (DPH), the
Governor’s Office, the Department of Mental Health (DMH), or the Department of Disabilities
and Special Needs (DDSN). DPH, DMH, and DDSN anticipate that any additional duties
required by this bill can be managed with existing staff and appropriations. The requirements of
this bill are in the normal course of business for the Governor’s Office.

The Department of Social Services (DSS), the Department of Aging (aging), and DVA are
continuing to analyze the impact of this bill. This fiscal impact is pending, contingent upon a
response from these agencies.
