Fiscal Impact Summary 
This bill allows a tattoo facility to engage in the sale of goods or to perform any form of body 
piercing other than tattooing.  The bill also removes the prohibition on tattooing any part of the 
head, face, or neck of another person.  Additionally, the bill allows the Department of Public 
Health (DPH) to license a tattoo facility if all churches, schools, or playgrounds located within 
one thousand feet affirmatively state that they do not object to the issuance of a license.  As the 
bill requires DPH to perform duties that are within the course of normal agency business, there is 
no expenditure impact to DPH.
