Page 1 of 2 H. 3446 Fiscal Impact Summary This bill clarifies the various forms of identification that may be used to confirm a person’s eligibility, based on age, to access state park facilities at no charge and campsite facilities at a discounted fee. Currently, a Medicare card or other card approved by the South Carolina Commission on Aging may be used. This bill will have no impact on the Department of Parks, Recreation and Tourism (PRT) as confirming a person’s discount eligibility on the basis of age, using certain identification cards, is within the scope of PRT’s normal duties. Explanation of Fiscal Impact Introduced on January 14, 2025 State Expenditure This bill identifies the various forms of identification that may be used to confirm a person’s eligibility, based on age, to access state park facilities at no charge and campsite facilities at a discounted fee. This bill states that the eligible forms of identification include a Medicare card, birth certificate, state-issued driver’s license or identification card, REAL ID, valid unexpired passport, military-issued identification, or dependent identification card. Currently, a Medicare card or other card approved by the South Carolina Commission on Aging may be presented to the PRT employee in charge of a particular state park in order to confirm discount eligibility on the basis of age. This bill will have no impact on PRT. PRT indicated that confirming a person’s discount eligibility on the basis of age, using certain identification cards, is within the scope of PRT’s normal duties.
