Fiscal Impact Summary 
This bill allows a physical therapist to certify that an individual is handicapped and declare 
whether the handicap is temporary or permanent for purposes of the individual’s application for a 
handicapped placard. 
 
The bill charges the Department of Motor Vehicles (DMV) with additional responsibilities that 
the agency can accomplish with existing staff and resources.  Therefore, there is no expenditure 
impact to DMV.

State Expenditure
