A physical therapist may certify that an individual is handicapped and declare that the handicap is temporary or permanent for purposes of the individual's application for a handicapped placard. DAVIS for Committee. statement of estimated fiscal impact Explanation of Fiscal Impact State Expenditure This bill allows a physical therapist to certify that an individual is handicapped and declare whether the handicap is temporary or permanent for purposes of the individual's application for a handicapped placard. The bill charges DMV with additional responsibilities that the agency can accomplish with existing staff and resources. Therefore, there is no expenditure impact to DMV. Frank A. That they have duly and carefully considered the same, and recommend that the same do pass with amendment:
Amend the bill, as and if amended, SECTION 1, by striking Section 40-45-285 and inserting:
Section 40-45-285. A physical therapist may certify that an individual is handicapped and declare that the handicap is temporary or permanent for purposes of the individual's application for a handicapped placard.
Renumber sections to conform.
Amend title to conform.

State Expenditure
This bill allows a physical therapist to certify that an individual is handicapped and declare whether the handicap is temporary or permanent for purposes of the individual's application for a handicapped placard.
The bill charges DMV with additional responsibilities that the agency can accomplish with existing staff and resources. Therefore, there is no expenditure impact to DMV.

A bill TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 40-45-285 SO AS TO PROVIDE PHYSICAL THERAPISTS MAY CERTIFY THAT AN INDIVIDUAL IS HANDICAPPED AND DECLARE THAT THE HANDICAP IS TEMPORARY OR PERMANENT FOR PURPOSES OF THE INDIVIDUAL'S APPLICATION FOR A HANDICAPPED PLACARD. Be it enacted by the General Assembly of the State of South Carolina: SECTION 1. Article 1, Chapter 45, Title 40 of the S.C. Code is amended by adding: Section 40-45-285. A physical therapist may certify that an individual is handicapped and declare that the handicap is temporary or permanent for purposes of the individual's application for a handicapped placard. SECTION 2. This act takes effect upon approval by the Governor. ----XX----

Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 1, Chapter 45, Title 40 of the S.C. Code is amended by adding:
Section 40-45-285. A physical therapist may certify that an individual is handicapped and declare that the handicap is temporary or permanent for purposes of the individual's application for a handicapped placard.
SECTION 2. This act takes effect upon approval by the Governor.
