Page 1 of 2 S. 0089 Fiscal Impact Summary This bill renames the South Carolina Military Base Task Force to the South Carolina Military Affairs Advisory Council (Council) and revises the mission of the Council. Additionally, this bill adds the following members to the council: the Chief Executive Officer of the Aiken Chamber of Commerce, the Chairperson of the Aiken County Council, the Mayor of North Augusta, and a sixth at-large member appointed but the Governor. Further, this bill states that the council shall convene no less than once every calendar year at such times as requested by the council’s chairperson, secretary, or the Governor. The Department of Veterans’ Affairs (DVA), the Department of Commerce, and the Office of the Adjutant General each anticipate this bill will have no expenditure impact. DVA states all participating members of the Council associated with DVA are volunteers and do not receive any compensation for attending meetings, and any additional duties required of DVA by this bill can be managed within existing appropriations. The Office of Adjutant General and the Department of Commerce anticipate that the changes made to the Council in this bill can be managed within existing resources. Additionally, this bill will have no expenditure impact for the Governor’s Office. This bill requires the Governor to appoint an additional at-large member to the council. The Governor’s Office anticipates that any additional duties required by this bill can be managed with existing staff and appropriations. This bill will have no fiscal impact on the House or Senate. The House of Representatives and Senate anticipate being able to pay any additional per diem, subsistence, and mileage to its appointed members due to the potential increase in the number of meetings required by this bill with existing appropriations.
