Fiscal Impact Summary
This joint resolution proposes a referendum on a constitutional amendment to establish a
procedure for the enactment or repeal of laws by initiative petition and referendum. This
proposal must be submitted to the voters at the next general election.
This bill will have no expenditure impact as the State Election Commission can manage the
additional responsibilities due to this bill with existing staff and within existing appropriations.

This joint resolution proposes a referendum on a constitutional amendment to establish a
procedure for the enactment or repeal of laws by initiative petition and referendum. This
proposal must be submitted to the voters at the next general election.
The State Election Commission can manage the additional responsibilities due to this bill with
existing staff and within existing appropriations. Therefore, this bill will have no expenditure
impact.
If the voters approve this proposal, additional legislation will be required to amend the State’s
Constitution and enact the change.
