Fiscal Impact Summary 
This bill states that each resident of a long-term care facility may designate one person who is 
permitted to visit in the event that access to the facility is limited or prohibited due to a declared 
state of emergency arising from a disaster or public health emergency. 
 
This bill will have minimal fiscal impact to the Department of Mental Health (DMH) due to 
limited operational effect. DMH anticipates that any additional costs can be managed within 
existing appropriations. 
 
The Department of Veterans’ Affairs (DVA) and the Department of Social Services (DSS) are 
continuing to analyze the impact of this bill. This fiscal impact is pending, contingent upon a 
response from these agencies.
