A LEGISLATIVE COMMEMORATION, Recognizing Jacqueline Sly as the recipient of 1 
the AARP South Dakota Andrus Award. 2 
 WHEREAS, Jacqueline Sly earned her bachelor's degree in elementary and special 3 
education from Northern State University and her master's degree in curriculum and 4 
instruction from Black Hills State University; and 5 
 WHEREAS, Jacqueline's public education career in South Dakota spanned thirty -seven 6 
years,  her retirement from classroom teaching didn’t stop her desire to promote the teaching 7 
profession and prioritize the success of young people, leading her to serve in the South Dakota 8 
Legislature; and 9 
 WHEREAS, during Jacqueline’s legislative tenure, from 2009 -2016, she served as a 10 
member of the House Health and Human Services Committee, chair of the House Education 11 
Committee, House Majority Whip, and co -chair of the education committee for the Midwest 12 
Legislative Conference and the Council of State Governments; and 13 
 WHEREAS, Jacqueline’s public service included appointments as co-chair of the blue ribbon 14 
task force and as a member of the South Dakota Board of Education Standards; and 15 
 WHEREAS, Local organizations in Rapid City and statewide organizations have benefited 16 
from Jacqueline’s service in leadership roles, including South Dakota Retired School 17 
Personnel; the Rapid City Education Association; Susan G. Komen for the Cure South Dakota; 18 
the West River Mental Health Clinic; Black Hills Works; Abbott House; Bethlehem Lutheran 19 
Church; and AARP South Dakota; and 20 
 WHEREAS, Jacqueline was recently presented with AARP South Dakota’s prestigious 21 
Andrus Award for Community Service, named after the organization’s founder, Ethel Percy 22 
Andrus, a retired educator. The award honors Jacqueline’s generous sharing of time and 23 
talents to enrich the lives of others, as well as her service at the local and state level; 24  25.614.9 	2 	HC8003

 NOW, THEREFORE, BE IT COMMEMORATED, by the One Hundredth Legislature of the State 1 
of South Dakota, that Jacqueline Sly is the recipient of the AARP South Dakota Andrus Award 2
