A CONCURRENT RESOLUTION, Recognizing emergency medical services personnel 1 
and supporting efforts to acknowledge emergency medical service as an 2 
essential public service. 3 
 WHEREAS, emergency medical services personnel play a critical role in public health and 4 
safety by providing lifesaving care to and medical transportation for individuals experiencing 5 
medical emergencies, often operating on the frontlines of healthcare; and 6 
 WHEREAS, timely access to emergency medical services significantly improves patient 7 
outcomes and reduces preventable deaths, particularly in rural areas with limited healthcare 8 
access; and 9 
 WHEREAS, despite the vital role of emergency medical services personnel, many 10 
jurisdictions within this state lack stable funding or the necessary workforce to sustain 11 
emergency medical services operations, relying instead on a dwindling volunteer labor force; 12 
and 13 
 WHEREAS, while the importance of emergency medical services is widely recognized, 14 
counties and municipalities are not required by law to maintain service within their 15 
jurisdictions; and 16 
 WHEREAS, emergency medical services should be recognized as an essential public 17 
service, reinforcing its fundamental role in healthcare and importance to the public interest; 18 
 NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the One 19 
Hundredth Legislature of the State of South Dakota, the Senate concurring therein, that the 20 
Legislature recognizes the vital, lifesaving care provided by emergency medical services 21 
personnel, and supports efforts to prioritize emergency medical service as an essential public 22 
service. 23
