HB 28 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly January 6, 2025 Fiscal Analyst: Laura Moore | Email: laura.moore@capitol.tn.gov | Phone: 615-741-2564 HB 28 SUMMARY OF BILL: Prohibits a visually impaired owner of a motor vehicle from being required to obtain a commercial motor vehicle liability policy in lieu of a standard owner’s liability insurance policy if the covered motor vehicle is not used for commercial purposes. Specifies that the term “commercial purposes” does not include a visually impaired person paying or employing a driver to operate the visually impaired owner’s personal motor vehicle on behalf of or for the benefit of the visually impaired owner in a manner that would be considered for personal use. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • The costs of maintaining and providing proof of financial responsibility for a motor vehicle are borne by private individuals and private insurers. • There will not be any significant change in the amount of insurance coverage purchased statewide; therefore, any impact on insurance premium tax revenue is estimated to be not significant. IMPACT TO COMMERCE: NOT SIGNIFICANT Assumption: • The provisions of the proposed legislation will not result in a significant impact to commerce or jobs in Tennessee.
