FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • The proposed legislation provides clarification for members of the Tennessee Army and Air National Guard, Tennessee State Guard, and Civil Air Patrol by defining “working day” as the number of hours an employee is scheduled to work in a 24-hour period. • This change impacts unpaid leave under Tenn. Code Ann. § 8-33-110 by providing a uniform standard for calculating and administering leave. • According to the Department of Human Resources (DHR) Rule 1120-06-.03, the standard workweek is defined as 168 continuous hours comprising seven consecutive 24-hour periods. • The proposed legislation aligns with this definition, so it is assumed that it will not change DHR’s operations significantly or create new state expenditures.
