HB 217 - SB 265 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly February 22, 2025 Fiscal Analyst: Justin Billingsley | Email: justin.billingsley@capitol.tn.gov | Phone: 615-741-2564 HB 217 - SB 265 SUMMARY OF BILL: Redesignates the Nashville International Airport (BNA) as the “Trump International Airport.” Requires Metropolitan Nashville Airport Authority (MNAA) to erect suitable signs or markers, and take any other appropriate actions required by such redesignation. Requires the MNAA to, as necessary: (1) amend, surrender, or abandon any established trademark; (2) revise any bylaws or governing documents; and (3) revise or amend any contract between the MNAA and BNA and any third parties. Specifies that for purposes of amending by-laws or governing documents and carrying out necessary administrative duties, this act takes effect upon becoming law. For all other purposes, this act takes effect January 1, 2026. FISCAL IMPACT: STATE GOVERNMENT EXPENDITURES Highway Fund FY25-26 $3,900 LOCAL GOVERNMENT EXPENDITURES Mandatory/Metropolitan Nashville Airport Authority FY25-26 $10,340,000 Article II, Section 24 of the Tennessee Constitution provides that: no law of general application shall impose increased expenditure requirements on cities or counties unless the General Assembly shall provide that the state share in the cost. Assumptions: • The BNA is under the authority of the MNAA. • This redesignation will result in an increase in costs to the MNAA, which is a component unit of the Metropolitan Government of Nashville-Davidson County. • The MNAA was asked to provide costs which would be incurred as a result of this redesignation. • According to information provided by the MNAA, this redesignation will result in a total of $10,340,000 in one-time local expenditures, broken down by category as follows: HB 217 - SB 265 2 Expense Category Estimated Costs Administration/Operations $2,250,000 Branding $2,220,000 Infrastructure/Signage $3,590,000 Trademark/Legal $2,280,000 TOTAL $10,340,000 • For purposes of amending by-laws or governing documents and carrying out necessary administrative duties, this act takes effect upon becoming law. For all other purposes, this act takes effect January 1, 2026. • According to the Department of Transportation, there will be a one-time increase in state expenditures from the Highway Fund of $3,854 to completely or partially replace various signs to redesignate the airport as Trump International Airport. • All costs incurred as a result of this legislation are assumed to occur in FY25-26. • The MNAA is self-supporting, using aircraft landing fees, fees from terminal and other rentals and revenue from parking, concessions, and various additional sources to fund operating expenses.
