HB 318 – SB 263 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly February 14, 2025 Fiscal Analyst: Natalie Dusek | Email: natalie.dusek@capitol.tn.gov | Phone: 615-741-2564 HB 318 – SB 263 SUMMARY OF BILL: Declares that the United Nations (UN), World Health Organization (WHO), and World Economic Forum (WEF) have no jurisdiction in Tennessee. Prohibits the use of any requirements or mandates issued by the specified entities as a basis for action, or to direct, order, or otherwise impose such requirements or mandates contrary to the state’s constitution or laws. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Pursuant to Tenn. Code Ann. § 4-1-422(b), this state and its political subdivisions shall not adopt or implement policy recommendations that deliberately or inadvertently infringe or restrict private property rights without due process, as may be required by policy recommendations originating in, or traceable to, the UN or a subsidiary entity of the UN, including, but not limited to: o Agenda 21, adopted by the UN in 1992 at its Conference on Environment and Development; o The 2030 Agenda for Sustainable Development, introduced at a UN Summit in 2015; o The UN's proposal to reach net zero emissions by 2050; or o Another international law or ancillary plan that contravenes the constitution of the United States or the constitution of this state. • The proposed legislation prohibits the adoption or implementation of any requirements or mandates issued by the UN, WHO, or WEF. • It is currently unknown how many requirements or mandates issued by the specified organizations are utilized by the state or its political subdivisions. However, it is reasonably assumed that no such requirements currently exist that are contrary to state law or the state’s constitution. • It is assumed that the state, as well as all political subdivisions, will comply with this legislation; any fiscal impact to state or local government is estimated to be not significant.
