SUMMARY OF BILL:    Authorizes an existing place of worship to be used for educational 
purposes without reclassification of the building's occupancy type so long as the existing building 
meets specific fire safety standards. Declares that such a building in compliance with the specific 
standards is exempt from needing automatic fire sprinkler systems. 
 
 
FISCAL IMPACT: 
 
NOT SIGNIFICANT 
 
 Assumptions: 
 
• Pursuant to Tenn. Code Ann. § 68-120-101, the State Fire Marshal’s Office (SFMO) is 
required to establish building construction standards. Such standards are required to afford 
a reasonable degree of safety to life and property from fire and hazards incident to the 
design, construction, alteration and repair of buildings or structures.   
• The provisions of the legislation will not significantly affect the current regulatory 
procedures of the SFMO, state, or local governments.  
• Any expenditures required to meet the relevant standards will be borne by private or 
nonprofit entities. 
• Any fiscal impact to state or local government is estimated to be not significant. 
 
 
IMPACT TO COMMERCE: 
 
NOT SIGNIFICANT 
 
 Assumption: 
 
• The provisions of the proposed legislation will not result in any significant impact to jobs or
