Prohibits local governments and public officials from classifying any lawful occupation as “non-essential” in orders, rules, or regulations, whether during an emergency or at any other time. Authorizes individuals harmed by such restrictions to file a civil lawsuit for damages or a court declaration. Establishes that public officials who violate this rule may be held personally liable. Requires courts to award litigation costs, including attorneys' fees, to those who win their case.
