SUMMARY OF BILL:    Expands the scope of practice of a licensed athletic trainer to 
include the performance of certain healthcare procedures, including rectal core thermometer 
administration, blood glucose monitoring, injection administration, wound closure, dry needling 
application, and intravenous fluid administration. Specifies that an athletic trainer is a healthcare 
provider. Expands the nature of athletic injuries that may be treated by an athletic trainer. 
 
 
FISCAL IMPACT: 
 
NOT SIGNIFICANT 
 
 Assumptions: 
 
• The Board of Athletic Trainers (Board) can promulgate rules to effectuate the legislation in 
the course of regular business, without a significant increase in expenditures. 
• Expanding the scope of practice of athletic trainers will not result in a significant change in 
the number of licensed athletic trainers in the state, or the amount of licensing revenue 
collected by the Board. 
• Any fiscal impact to the Board or the Department of Health is estimated to be not 
significant.
